Following the Ombudsman’s report into the council in May, the Victorian Government accepted all the recommendations in the report〔 appointed Bill Scales as an Inspector of Municipal Administration to monitor the council〔http://www.heraldsun.com.au/news/brimbank-city-council-sacked-by-state-government/story-e6frf7jo-1225774163843〕〔 and a former police detective David Walker as an Inspector of Municipal Administration to investigate potential breaches of the Local Government Act at the council.〔
The second report from Bill Scales showed a failure of councillors to reform their practices and address issues of probity and misconduct, and in September 2009, the minister announced that the council would be sacked, and administrators appointed.〔
